The Norwegian parliament is currently proceeding in the government’s proposal for new white paper on industry. Maritime CleanTech argues that the future Norwegian industry must be built on a strong strategy for climate technologies in the maritime sector.

With a world-leading position in battery electrification and strong expertise in hydrogen, ammonia, and digital technologies, Norway’s maritime industry is ready to capture growing international demand driven by new climate regulations.

Our policy input recommends a proactive and comprehensive industrial policy to accelerate green maritime technology development and export growth.

Key measures include:

  • Implement clear climate requirements: Technology-neutral and tailored to specific maritime segments.
  • Leverage public procurement: Demand low- and zero-emission solutions in tenders for ferries, high-speed passenger vessels, coastal routes, and defense vessels.
  • Set a high and predictable carbon price: Gradual increase towards NOK 3,400 per ton by 2035.
  • Establish support mechanisms: Use Contracts for Difference (CfD) or a negative CO2 tax to incentivize zero-emission fuels.
  • Utilize EU hydrogen bank: Allocate national funds for “auction-as-a-service” to back Norwegian hydrogen projects.
  • Support critical hydrogen and ammonia projects: Ensure investment decisions to safeguard future competitiveness.
  • Strengthen innovation hubs: Actively use established public-private collaboration arenas like Maritime CleanTech to drive green industrial transformation.
