
Zero and Near-Zero: How do we accelerate ZNZ-fuels in shipping?

International shipping is in the midst of a green transition – driven by new climate regulations from both the UN (IMO) and the EU. The IMO has recently adopted global measures to cut emissions, including a new GHG Fuel Standard from 2027 and a target to scale up Zero and Near-Zero emission fuels (ZNZ-fuels) by 2030. At the same time, FuelEU Maritime is entering into force in Europe, and Norway is introducing national climate requirements for offshore vessels from 2029.
But are the regulations ambitious enough – or do they risk slowing down competitiveness and trade in the pursuit of emissions cuts?
